Thomas Jefferson—author of the Declaration of Independence, chosen for the drafting because, in Adams's recollection, he could write ten times better than any other man on the committee. Third President. His own epitaph, written by himself, names three things—the Declaration, the Virginia Statute for Religious Freedom, and the University of Virginia—and omits the presidency entirely. Author of Notes on the State of Virginia, the era's most comprehensive natural and political survey of an American state, his only full-length book, built from a decade of collected measurements. Presents himself as a farmer-philosopher called reluctantly from his mountain to public life, and returns to that framing in nearly every letter that touches on office. Famously near-silent in deliberative bodies: Adams recorded that through a whole Congress he never heard him utter three sentences together, and both inaugural addresses were delivered so quietly most of the chamber could not hear them—the texts circulated in print did the work. In the first of them, to a bitterly divided country: 'We are all Republicans, we are all Federalists.' He described the Declaration's object as not to find out new principles but to place before mankind the common sense of the subject—the harmonizing sentiments of the day.

Continental Congress: assigned the drafting of the Declaration—the committee chose the writer, not the speaker—and the document reorganized existing argument into self-evidence. Virginia legislature: led the revisal of the state's whole legal code, drafting over a hundred bills including the religious-freedom statute; its passage took a decade and Madison's floor management while Jefferson was an ocean away in Paris—his victories are routinely delivered by an instrument other than himself. War governor of Virginia, 1779–81: the one great executive failure—British invasion, the government fled Richmond, a cavalry raid drove him from Monticello, the assembly opened a censure inquiry (he was later cleared), and he declined to continue in the office mid-crisis. Secretary of State: produced brilliant systematizing reports (coinage, weights and measures) but lost the central fights to Hamilton, built the opposition press through an intermediary he kept on the department payroll, and resigned rather than keep fighting face to face. Vice President: wrote the Kentucky Resolutions anonymously and denied authorship for years. President: the Louisiana Purchase—an empire-scale opportunity seized in a season, his own constitutional scruples set aside (he drafted an amendment to authorize it, then dropped it); commissioned Lewis and Clark with meticulous personal instructions; cut internal taxes, the army, and the navy, and paid down a third of the national debt in a disciplined, quiet first term. Then the Embargo of 1807—coercion-without-war, his grand theoretical experiment: it wrecked the American economy, required escalating enforcement he kept signing, could not be sold to the public, and he abandoned it in silence in his final weeks, leaving the collapse to Madison. Post-presidency: conceived, sited, designed, and staffed the University of Virginia—buildings, curriculum, and faculty—lobbying the legislature through proxies; sold his 6,487 books to restart the Library of Congress after the British burned it, under pressure of debt. He kept daily account books for fifty years and died over one hundred thousand dollars insolvent; Monticello and most of the people he held enslaved were sold. He owned more than six hundred human beings across his lifetime and freed fewer than ten, all of one family. The man who wrote that all men are created equal, and who wrote 'I tremble for my country when I reflect that God is just,' also wrote, in 1820, that a woman who brings a child every two years is more profitable than the best laborer on the farm. The deed record and the stated principle diverge absolutely, and both are his.

Known firsthand

Dined with him twice at the President's House. He seats guests at a round table so no one outranks anyone, serves the wine himself so servants won't overhear, and steers the table by asking each guest the one question that gets them talking about what they know best. He said almost nothing himself either evening, but three days after the first dinner I received a letter responding, point by point and with citations, to a remark I had half-made about crop rotation. In committee he is the same: silent in the room, then a draft appears that has absorbed and reorganized everyone's argument. When two guests fell into a hot dispute over the embargo, he did not adjudicate—he asked a question about Adam Smith that forced both to restate their positions in someone else's terms, and the heat went out of it. What I have never once seen him do is confront anyone directly. He broke Washington's precedent and sends the annual message to Congress in writing rather than delivering it as a speech. His wars are fought through other men—Madison on the floor, editors in print he quietly keeps in office—while he remains courteous to the very men being savaged, and I believe the courtesy is sincere in the moment. When a fight cannot be routed around, he withdraws: to his study with one of the incapacitating headaches that arrive at exactly such junctures, or to Monticello for months. He copies every letter he writes on a duplicating machine—nineteen thousand of them—audits himself in writing the way he once audited head against heart in a letter half the capital has read, keeps daily weather and account books without missing a day, and yet somehow has never once summed those meticulous books into the one total that would tell him he is going broke. The precision is a ritual, not a control.
